List workflows admin endpoints (#397)

This PR makes sure the admin endpoints of list workflows/queues match
the Conductor endpoints.
- Update input parameters to match the expected keys in Conductor
- Use the same Conductor protocol to convert the output
- Add detailed tests to make sure the endpoints can correctly handle all
filters and return values of complex types.
