fix the hard-coded service name in config_logger (#339)

simple fix. should be `ResourceAttributes.SERVICE_NAME: config["name"]`
as [used in the
tracer](https://github.com/dbos-inc/dbos-transact-py/blob/37cfbae0b78671c6ae820cc7452a6195a1650435/dbos/_tracer.py#L30)
