fix: remove min_access_level filter so personal-namespace projects are visible

Same root cause as 18296dc — min_access_level=10 excludes projects under
user namespaces (e.g. root/) where the owner has no explicit member record.
The OAuth token already scopes /api/v4/projects to visible projects.
