[Arm backend] Support keep_dims == True for meandim and var ops

- Adds keepdim support in decompose_var/ decompose_meandim passes
- Renames insert_squeeze_after_sum to more general name for future ops
- Adds get/set_node_args help functions
- Updates TOSASupportedOperators
