Add missing XNNPACK wrappers to fix OSS build (#2313)

Summary:
During the XNNPACK update (https://github.com/pytorch/executorch/pull/2223), wrappers were mistakenly not added due to internal diff and OSS PR being out of sync. This PR restores the wrappers to fix the OSS build.
