CMake support quantized ops (#103)
Summary: Pull Request resolved: https://github.com/pytorch/executorch/pull/103 Similar to D48541611 but also add CMake support. Similar to custom ops we are building `quantized_ops_aot_lib` to register quantized ops into PyTorch. Also add this into CI.
