[ExecuTorch][to_backend] add AllNodePartitioner (#9822)

### Summary
We add an allnode partitioner as a canonical partitioenr. This
essentially delegates all the nodes in the graph. It is initialized with
the backend name and the compile specs to be used

Unittests
