Qualcomm AI Engine Direct - Partitioner Enhancement (#1561)

- Configure set for users to specify node ids to skip delegation
- Configure set for users to specify node ops to skip delegation
- Adding unit tests and new UT classes targeting QNN Utils.
- Refactor common arguments and boilerplate code in the example scripts.
