ArmQuantizer: Quantize AvgPool2d (#5873)
Summary: - AvgPool2d is quantized by propagating the parent nodes output quantization spec using a shared quantization spec. - Adds Conv2D + AvgPool2d unittest. - Enables AvgPool2d BI unittests.
