Arm backend: Add test pipeline for run_transform_for_annotation_pipeline (#9488)

### Summary
- Adds new test pipeline which runs transform_for_annotation_pipeline on
initial exported graph.
- Compares the Initial model against exported model in eager mode to
check numerical differences.
- This helps to discover issues in the passes before quantization.
