Qualcomm AI Engine Direct - Set vtcm size into graph (#1218)

Summary:
1. Set VTCM size according to SoC
2. Moved the content of HtpUtils.h to HtpDevice and removed HtpUtils.h
3. Rename qnn_logging to qnn_executorch_logging
