[ExecuTorch][Core AI][0/x] Dev tooling: test runner + code-writing skill (#21508)

Adds `run_all_tests.sh` (runs the Core AI backend unittest suite via the
coreai env) and a code-writing skill capturing the backend's comment and
testing conventions. No product code. Backend is under construction with
no BC/FC guarantees.
