fix: harden workflow against transient gh failures and other edge cases

- Make gh pr list failure abort the step instead of silently continuing
  to branch deletion (fixes Cubic P1)
- Add version parsing guards in both regenerate and publish jobs
- Fix PR body indentation (leading spaces rendered as code blocks)
