Disable cwd-error-reporting test on Windows

On Windows, "chmod 000 .; cd ." doesn't fail, so disable this
test case on Windows.  On the Windows CI runner, "uname" prints
"MINGW64_NT-10.0-26100" so we can't use "__fish_is_cygwin".
