perf(compile): point import/cli ResumeTarget at jcode-tui-session-picker

ResumeTarget already lives in the jcode-tui-session-picker crate; import and
cli/tui_launch referenced it via the crate::tui::session_picker re-export,
creating spurious ->tui edges. Point them at the crate directly.

import's only tui dependency was ResumeTarget, so it leaves the root SCC.
cli's tui edge weight drops 21 -> 6 refs (toward later cli->tui inversion).
Root cycle: 25 -> 24 modules.
