tui: add elastic overscroll status line below input

Scrolling down past the bottom of the transcript reveals a status line
beneath the input showing model, provider, access method, reasoning
level, and context usage %. The line dwells for 600ms after the last
overscroll tick, then rebounds away. Scrolling up cancels it immediately.
