test(base): import tool::Registry from jcode-app-core in gemini_tests

In the split, provider/ lives in jcode-base but tool::Registry lives in the
upper jcode-app-core layer. The lib build is unaffected (the reference is
test-only), but the test target must reach Registry through the dev-dependency
on jcode-app-core rather than crate::tool.
