test(tsc): pin unknown component tag TS2339 suppression

Adds a fixture with an unresolved <UnknownComponent> tag. It currently
produces no diagnostic because doNotReportTs2339AndTs2551 suppresses the
TS2339; removing that filter will make this fixture fail, guarding the
source-level replacement.
