Remember filter values on Application Management > Reservations page

[Mantis report 342]. Also remember theve values in a user_preferences
table, rather than the users table [Mantis report 348]. Note that this
is a partial implementation, as I directly access the db in
lib/Server/UserSession.php and not abstract the db access through
Domain/Access/UserRepository.php.
