Introducing new docker purely for hardfork purposes. 

Basic idea is to have new dockerfile which contains both mina and mina-legacy apps. Standard mina app is build on current on current change. However, mina-legacy needs to be prebuilt using specialized job MinaArtifactLegacy on different pipeline.
