Bump up dependent packages for model-optimization repo to be compatible with tensorflow 2.9.1.

Build failure occurred due to the requirement `absl-py>=1.0.0` from tensorflow 2.9.1 failed to be compatible with `absl-py~=0.7.0` specified in `requirements.txt`.
This change bumps up dependent packages specified in `requirements.txt` to match the compatibility requirements for tensorflow~=2.9.1.
