docs(re): §14 Phase-2 verdict — send-path copies pre-encoded bits; per-client value needs forced re-pack

Per-client send (SendSnapshot->WriteDeltaEntity_Internal) deltas/copies from the
shared packed snapshot (CalcDelta @singleton+0x40, WriteFieldList @+0x50) and
never re-invokes the encoders, so a send-path hook can't vary values per client.
Per-client value requires forcing the encoder (0x3c8e70) to re-run per client or
per value-group. Documents the addresses (SCM 0x6a7280, WDE 0x6d15c0, singleton
0x9c4ae0, GatherSendProxyResults_R 0x1593d8) + the 3 options + image-base note.
