Restructure setup guidance in terms of arguments

In response to: https://github.com/alphagov/notifications-python-client/pull/204#discussion_r721380202

This is consistent with the guidance for individual methods of the
client. I've omitted the `base_url` argument as I can't think of a
scenario where a non-Notify user would need to know about it.
