Replace test scripts with inline Makefile commands

This is consistent with all our other repos. A small compromise is
that flake8 is now run with every Python version when the full tox
commands is run, as opposed to just Python 3.7. Since flake8 only
takes about a second to run, this seems like a reasonable overhead.
