ci(publish): build Codex plugin components before lazycodex-ai publish

publish-main published the lazycodex-ai alias without building the 8 Codex plugin components (dist is gitignored; the only component build was gated behind the default-off sync_lazycodex_marketplace flag), so the npm tarball shipped uncompiled components; this adds an npm-ci + plugin-build step before the publish, gated by publish_lazycodex, locked by a workflow test.
