Develop eigen sparse (#2104)

Use EIGENSPARSE as default sparse linear algebra library for Ceres

- Bump to Ubuntu Jammy for Github Actions External build
  - Ubuntu Jammy is coming with more up-to-date compiler and library
version (notably Eigen 3.4.0)
