fix: robust JSONC parser for complex config files

- Rewrote parseJsonc to properly handle:
  - URLs with // inside strings
  - Escaped quotes in strings
  - Multi-line comments
  - Trailing commas
- Better error messages when parsing fails
- Added parser tests (7 new test cases)
- 26 total tests passing
