chore(catalog): refresh to command-code@1.31.0 and classify ox-alpha

Refresh snapshot + facts + deals catalogs. Adds the new free model stealth/ox-alpha (Ox Alpha) and bumps facts to command-code@1.31.0. Classify Ox Alpha as reasoning-capable (REASONING_MODELS) and free (FREE_MODELS) so the catalog-metadata consistency checks stay green.
