Normalize MiniMax quota counts by endpoint

Add endpoint-specific semantics for MiniMax quota counts (international: remaining, china: used) and normalize reported values accordingly. Introduce MINIMAX_COUNT_SEMANTICS_BY_ENDPOINT and normalizeMiniMaxCounts, rename getRemaining to getCount in window specs, and propagate countSemantics through build/select functions so used/remaining are computed correctly. Update logic for selecting canonical model and percent calculations to account for the semantics. Update tests to reflect China 'used' semantics and adjusted expected values.
