feat(dash): scaffold Vite + React SPA with Tailwind and shadcn/ui

Replaced raw HTML template with a proper Vite React app. Plugin entry
moved to src/plugin/. Dev mode proxies to Vite dev server for HMR.
Added Tailwind CSS v4, shadcn/ui components, and path aliases.
