fix(ci): replace GH_PERSONAL_TOKEN with GitHub App installation tokens

Switches CI workflows to mint short-lived GitHub App installation
tokens via kestra-io/actions composites, removing dependency on the
shared GH_PERSONAL_TOKEN secret.
