feat: add Video Understanding support to the Interactions API

Adds public support for server-initiated media processing steps:

- ProcessingCallStep and ProcessingResultStep
- ProcessingCallDelta and ProcessingResultDelta (streaming)
- VideoContent.name field
- Blob.display_name and FileData.display_name fields
