fix(app, sdk): finish firebase-js-sdk 12.18.0 pin and Other HttpsError assertions

The watcher PR only bumped packages/app, so root and tests still resolved 12.17.1.
JS 12.18.0 also appends an HTTP status to FunctionsError.message on macos.
