chore: Fix automated TSDiff so it handles patch releases (#10053)

* skip patchs and add logging to debug

* update diffing strategy

* make model better at noting differences?

* dont use patch commit, find nearest minor

* summary was too specific and narrow

* save the delta and clean it up for the model so it actually can read all the changes

* make summary include insights and add link to the delta too

* the insights werent great, get rid of em

* restore commenting on main slack channel
