Add wiz-security-context skill

Brings Wiz security context into AWS DevOps Agent investigations to tell
an operational issue apart from a security incident. Thin stub that calls
the read-only devops_resource_auditing_skill workflow on the operator's
own authenticated Wiz MCP server.
