Test with minimal and latest dependency versions (#457)

* Add CI for minimal and latest dep versions
* Increase dependency minimal versions
* Remove explicit non-exhaustive enum match arms
* `#![forbid(unsafe_code)]` (This is possible in ref-cast 1.0.21+)
