Repair the changelog: the release-cut script tripped over a duplicated merge region

- The narrowing lane's changelog merge duplicated the whole file; the cut script's insert then failed to match
- One copy, an empty Unreleased, the 0.0.12 entry carrying the lane's fixes bullets, markers on the latest release only
