Specify to use v4.6.1 instead of the latest version of SQLCipher

THIS IS A TEMPORARY CHANGE.

Due to a breaking change in SQLCipher v.4.7.0, where the SQLite3 and
executable/library file names were made identical, we are locking to
version 4.6.1 while we conside a solution.
