Add collect_kind_traces.sh

This script will be executed as a periodic prowjob to provide
information on the changes of Etcd API usage by Kubernetes.

Test instructions:
```
git clone https://github.com/kubernetes/kubernetes \
  --depth 128 \
  /tmp/kubernetes
KUBERNETES_REPO=/tmp/kubernetes make k8s-coverage
```

Depth of 128 is needed to get at least one tag for KIND build.
