fix ReactActivity.getReactDelegate().reload() (#44223)

Summary:
fixing some problem for `ReactActivity.getReactDelegate().reload()` from https://github.com/facebook/react-native/issues/43521:
- the `reload()` does not work for bridge mode on release build
