add SWIFT_ENABLE_EXPLICIT_MODULES to xcode 26 (#53457)
Summary: XCode 26 introduces building explicit swift modules turned on (SWIFT_ENABLE_EXPLICIT_MODULES). This breaks building with precompiled binaries.
