[Float] support fetchpriority on `ReactDOM.preload()` and `ReactDOM.preinit()` (#26880)
exposes fetchPriority as an option for `ReactDOM.preload()` and `ReactDOM.preinit()` the typings should be `'high' | 'low' | 'auto'`
