[forgive] Various fixes to prepare for internal sync

Fixes a few small things:

- Update imports to reference root babel-plugin-react-compiler rather than from `[...]/src/...`
- Remove unused cosmiconfig options parsing for now
- Update type exports in babel-plugin-react-compiler accordingly
