[rust-compiler] Align InferMutationAliasingEffects with TS original

Fix terminal_successors for Logical/Ternary/Optional (only yield test,
not fallthrough) and Try (only yield block, not handler) to match TS
eachTerminalSuccessor. Add missing ConditionallyMutateIterator to
is_known_mutable_effect. Add FunctionExpression param mutability check
in are_arguments_immutable_and_non_mutating.
