[OpenVINO] Fix bfloat16 support in random ops and convert_to_numpy (#22567)

* add fix in convert_to_numpy for bfloat16

* introduce helper func for bfloat16 handling

* enable tests

* modify to compare directly with bfloat16 as a str

* ci: retrigger
