ArxivAPIWrapper - doc_content_chars_max (#6063)

This PR refactors the ArxivAPIWrapper class making
`doc_content_chars_max` parameter optional. Additionally, tests have
been added to ensure the functionality of the doc_content_chars_max
parameter.
