chore: use node-gyp from build dir for the project (#250981)

* chore: bump node-gyp on windows to 11.2.0

improves reliability of builds on windows

includes https://github.com/nodejs/node-gyp/pull/3113 and https://github.com/nodejs/node-gyp/pull/3112

* use preinstalled node-gyp

* use bundled node-gyp for subdirs too

* chore: revert changes to package-lock.json

* chore: rebuild package-lock.json

* ci: rebuild cache
