Test: Add NOTICE file generation build task

Add the notice@0 build task from msospo.ospo-extension to generate a
NOTICE file as part of the Quality Checks job. Also remove the
VSCODE_PUBLISH condition from Component Detection so both tasks run
on every build (not just publish builds) for testing purposes.

The generated file is written to ThirdPartyNotices.generated.txt in the
source directory. This validates that CG can produce a usable NOTICE
file at build time, which is the next step in automating the OSS
licensing workflow.
