Add `createMarkupForID`

This is a follow-up the to previous commit and does two things:

 - Moves `ReactMount.ATTR_NAME` to `DOMProperty.ID_ATTRIBUTE_NAME`.
 - Adds `DOMPropertyOperations.createMarkupForID` and uses it.
