Bump versions for 16.0.0-rc.2 (pick)

NOTE: This commit is not exactly what went out as RC2 because I forgot to push. See tag v16.0.0-rc.2 (d06680ea9e12059952c734e080dd2c1dfecd112e) instead. Bumping the version here so we're at the right place though.
